The Office Of Clery Act Compliance is responsible for coordinating with schools /units /departments across Emory University. Each of the Clery Act Components below is tied to a responsible university entity or individual(s).
Alcohol and Drug Abuse Policy
The Division of Campus Life has primary responsibility for maintaining Emory’s “Alcohol and Drug
Abuse Policy” (see Policy 8.8), compliance with the Drug Free Schools and Communities Act, and for developing and implementing the Drug and Alcohol Abuse Prevention Program and Biennial Review process.
Campus Security Authority Identification
Emory University designates individuals fulfilling certain duties and responsibilities as Campus Security Authorities. The Office of Ethics and Compliance assists the Office of Clery Act Compliance in identifying institution affiliated individuals whose job functions qualify them as CSAs, in notifying such individuals of their roles and responsibilities as a CSA and in facilitating training and education for CSAs.
The following departments/offices must annually provide to the Office of Clery Act Compliance an updated list of all individuals fulfilling roles previously identified as CSAs and other similarly situated individuals who have significant responsibility for student and campus activities and student safety, including, but not limited to, student housing, student discipline and campus judicial proceedings.

Data Collection
The Emory Police Department (EPD) is required to obtain, compile, and publish statistics regarding reports of identified Clery Act Crimes that occur on On-Campus Property, Non-Campus Property, or Public Property. EPD publishes information on reports of Clery Act Crimes made to EPD, local law enforcement and to CSAs that are reported to have occurred within Emory’s designated Clery Act Geography. EPD assists in the collection and compilation of the statistics, information and other data required for the publication of the Annual Security and Fire Safety Report and, for inclusion in the annual submission of crime and fire statistic data to the Department of Education via the on-line data collection survey tool, in accordance with applicable statutory and regulatory requirements.
The following areas provide statistical reports reflecting the occurrence of Clery Act reportable disciplinary referrals and other offenses reported to each office as occurring within the University’s Clery reportable geography. The reports are required to be submitted via the reporting process established by
the Office of Clery Act Compliance.

Fire Safety
The Office of Fire Safety is required to provide appropriate and timely information to the Emory Police Department (EPD) to support and maintain the accurate publication of the Daily Fire Log and make it available, upon request, for public inspection. The Office of Fire Safety must manage the development, collection and reporting of fire-related statistical data and narrative information for inclusion in the Fire Safety portion the ASR/AFSR to
include:
• A description of each on-campus student housing facility fire safety system.
• The number of fire drills held during the previous calendar year in each student housing facility
• Policies or rules on portable electrical appliances, smoking and open flames in a student
housing facility.
• Procedures for student housing evacuation in the case of a fire.
• Policies regarding fire safety education and training programs provided to the students and
employees. In these policies, the institution must describe the procedures that students and
employees should follow in the case of a fire.
• A list of the titles of each person or organization to which students and employees should report that a fire occurred.
• Plans for future improvements in fire safety, if determined necessary by the institution.
The Office of Fire Safety manages the development, collection and reporting of fire related statistical data for inclusion in the annual submission of crime and fire statistic data to the Department of Education via the on-line data collection survey tool.The Director of Fire Safety and the University Fire Safety Coordinator serve as the institutional officials designated to investigate the occurrence of fires and, when deemed appropriate, to identify “Arson” as the cause of a fire for Clery Act statistical purposes (as Arson is defined by the Clery Act).
Record Retention
Clery Act related records are required to be retained for a period of three (3) years from the latest publication of the Annual Security Report to which they apply (i.e., for a total of seven (7) calendar years in compliance with established Clery Act record retention requirements).
All University and Healthcare Schools / Divisions / Departments in possession of Clery Act related records shall retain respective records in compliance with this standard. Such records include, but are not be limited to: reports of Clery Act reportable crimes reported to CSAs; student and employee conduct disciplinary referrals; identification of CSAs; on-campus residential facility fire safety and statistical information; Drug Free Schools and Communities Act compliance including the Drug and Alcohol Abuse Prevention Program and Biennial Review process; identification of University owned/controlled properties; primary and ongoing prevention and awareness programs made available to all current and incoming employees and students that are designed to prevent VAWA-related incidents; review and classification of reported Clery Act crimes; distribution of Timely Warnings (Public Safety Notices); distribution of Emergency Notifications; implementation of Emergency Response and Evacuation Drills, and records related to the publication and distribution of the Annual Security Report and Annual Fire Safety Report.

Sex and Gender Based Harassment and Discrimination Policy
The Department of Title IX has primary responsibility for compliance with all reporting, notification, and other requirements contained within Emory’s Sex and Gender Based Harassment and Discrimination Policy (http://www.policies.emory.edu/8.2).
The Department of Title IX shall manage and describe for inclusion in the ASR, primary prevention and awareness programs made available to all incoming employees and students that are designed to prevent VAWA related incidents.
The Department of Title IX shall manage and describe for inclusion in the ASR, ongoing prevention and awareness programs made available to all current employees and students which are designed to prevent VAWA related incidents.
Primary and On-going training programs should include the following information:
• A statement that the University prohibits the crimes of dating violence, domestic violence,
sexual assault, and stalking.
• The definitions for dating violence, domestic violence, sexual assault, and stalking as defined
by the laws of the State of Georgia.
• The definition of consent, with respect to sexual activity, as defined by the laws of the State of
Georgia.
• A description of safe and positive options for bystander intervention.
• Information on risk reduction (to recognize warning signs of abusive behavior and how to avoidpotential attacks).
• Procedures victims should follow if a crime of domestic violence, dating violence, sexual
assault, or stalking has occurred.
The Department of Equity and Inclusion in collaboration with the Department of Title IX, are responsible for compliance with all requirements contained within Emory’s Equal Opportunity and Discriminatory Harassment Policy (http://www.policies.emory.edu/1.3). The Department of Title IX should promptly report to the Office of Clery Act Compliance any report it receives regarding the occurrence of any Clery Act Crime for inclusion in the statistical portion of the Annual Security Report.
University Property Inventory
The Office of Real Estate Services, which has developed and maintains an electronic property inventory of known properties which are University-owned or leased through a written agreement from third parties on behalf of the University, assists the Office of Clery Act Compliance for the purpose of the Clery Act. The inventory list must include the name of the property, address/location information, and available contact information for each listing. The Office of Real Estate Services shall notify the Emory Police Department and the Office of Clery Act Compliance upon the occurrence of each new property acquisition, disposition, or lease that is directly managed by the Office of Real Estate Service. The Office of International and Summer Programs shall provide the Office of Clery Act Compliance annually an inventory list of all properties of which it is aware that are owned or controlled by Emory College, are located in a foreign country, and are used to support the University’s educational mission (example: classrooms, meeting space, or learning facilities; or, other locations which Emory University owns, rents, leases or otherwise controls by agreement with the owner).
